In November 2000, Elbert Branscomb became the Chief Scientist of the Department of Energy Human Genome Program. Between 1996, and November 2000, he was the director of the Department of Energy's Joint Genome Institute (JGI), a fusion of the genome programs of Lawrence Livermore, Lawrence Berkeley, & Los Alamos National Laboratories, responsible for the sequencing of human chromosomes 5, 16, and 19.
